Filter first on what you can actually meet: the entrance exam each program accepts, prerequisite requirements and recency, and any stated GPA expectations.

Balance reach, match, and likely
Apply to a mix: a few ambitious programs, several where your profile is squarely in range, and at least one or two safer options.
